Diversity Recruiting Software Discussions

I'm looking for recruiting platform that will help source candidates. Saying that I'm not a big fan of per-seat pricing (it doesn't make sense to us). What are my alternatives?

We've had a problem with the number applicants we have for each job and just want to ensure we are utlizing each feature properly.

It would be great if we could do quick uploads of candidates while sourcing but not assigning them to specific positions. just to build up our prospects database.
