If one reset their API key after their app is already published, supposed they haven't updated the app to the new API key, will such app still function?

How many emails can I validate at once? And what logic is used to validate the mail ids. Can I upload a list of 400000 mails at once and validate those mail ids? Requesting the community to help me understand the logic used for email validation.
