Global hiring services enable organizations to employ workers legally in various locations without having to establish their own legal entity in those countries. The freedom to hire globally allows companies to expand their reach when looking for specific, in-demand skills.

Several different legal arrangements allow companies to hire overseas, such as professional employer organization (PEO), employer of record (EOR), or agent of record (AOR). Professional employer organizations use a co-employment model to employ workers, whereas an employer of record makes the other company the de facto employer. An agent of record is a legal arrangement that allows the hiring of contractors internationally. It may also include immigration or relocation assistance to employees.
