Optimum is more suitable to a small sized company that can't afford a full fledged HR department , Mid-Size companies can focus on buliding their own HR resoures while a large size can already afford it. The most upbeat feature of Optimum Employer Solutions is that it provides teh complete HR functions completed with a tool in a single package. You don't have to look for multiple partners for different HR functions. Normally, the grey area functions like Payroll, Performance management don't come with a normal HR functions outsourcing firms, but with Optimum that is not the case. For the small organization the solutions look perfect with complete ownership from Optima. However for medium size and large organization probably it will not fit as teh complete package.
