The time cost of ad hoc research would probably be my threshold. GWI feels like a practical step up because a team can test the platform on the Free tier first, then move into audience data and crosstabs without immediately building out a much larger research stack.
GWI having a free tier and a Plus plan is genuinely useful for this specific problem, because the mid-market version of this decision usually gets made without the budget to find out first.
