I don't understand why you create the employer in one system, then publish to the system for the employer to access. As an administrator, you can do most of the configuration in either system after the initial set-up.

When I see a portal sitting outside a system, I wonder if the vendor purchased the code and they do not have the expertise to update it, so they build around it. If yes, then the system will most likely have issues after updates and new functionality will be implemented with work-arounds. Make sure to research and talk to other customers!
