I use Versium for consumer data appends for mobile phone numbers. The match rate is solid and the accuracy is very good. Interestingly, the alogorithm is able to find the right people or relatives even when the source file name is misspelled. It seems to use some fuzzy logic that has gotten me in contact with people my competitors cannot find. The value on the pre-buy credits and ability to do small batch appends are key. I also like the suppression lists. More expensive platforms don't offer that and make me buy records I have already bought unless I dedupe manually before append. I only use self-serve platforms so I can stay on my own work schedule and ahead of my competitors. Review collected by and hosted on G2.com.
