WebCenter is a development platform for providing web based forms and methodologies for presenting searches and data retrieval in an appealing form. I particularly liked the scalability and the integration features that WebCenter had with the backend data platforms. We only used a limited number of the features of WebCenter. We did not take advantage of communities, email, etc. But, we used WebCenter successfully to provide a full featured Web Interface to analysts to query and retrieve data using content management, access to the backend data, and the ADF platform for presentation. WebCenter was only one of the Oracle products used in providing a Web based solution for our analyst. There were many other Oracle products we had to use for authentication and authorization. As a Portal admin, I've built several Portals for various LoBs and find customizing each Portal quite easy. The process is not overly technical and even those without technical acumen can likely build a Portal with practice. While WebCenter integrates social media attributes into content management, it hasn't been a very popular or useful feature for our enterprise.
