Users must have an Office 365 license to be migrated. However, you can include users without licenses by migrating their inactive mailbox. You can migrate only mailboxes, contacts or calendars. You cannot migrate other exchange objects such as groups, distribution lists, public folders and journal rules. The tool is not free; you must have an Office 365 Enterprise E3 license to use it in your tenant.
