Global hiring services, also known as international hiring services, help companies hire workers or provide HR outsourcing in multiple countries. Global hiring services enable organizations to employ workers legally in various locations without having to establish their own legal entity in those countries. The freedom to hire globally enables companies to expand their reach when seeking specific, in-demand skills.
Several different legal arrangements allow companies to hire overseas, while professional employer organizations (PEO) sometimes act as HR consulting and outsourcing providers and do not necessarily offer hiring services. These arrangements include a professional employer organization (PEO), employer of record (EOR), or agent of record (AOR). PEOs use a co-employment model to employ workers, whereas an EOR makes the other company the de facto employer. An AOR is a legal arrangement that allows the hiring of contractors internationally. It may also include immigration or relocation assistance to employees.
To qualify for inclusion in the Global Hiring Services category, a services provider must:
- Assist companies with employing workers in multiple countries through regulated legal arrangements
- Offer HR support for core processes such as payroll, benefits, and management
- Maintain compliance with local, regional, national, or international hiring laws and take on the necessary risk associated with legal arrangements
