company's profile, analyzes solicitation requirements and compliance criteria,
generates a fit score, and helps build proposal content grounded in the actual
requirements rather than generic templates. Once a company is selected, Recon's
award and negotiation checklist walks through what to review before signing,
handing off directly into Fathom for execution.
Fathom manages the full post-award lifecycle: deliverables tracking, compliance
monitoring, reporting schedules, and risk assessment throughout contract
execution. As a contract nears completion, Fathom generates a closeout
checklist tailored to the contract type, reconciles delivered work against what
was promised, and captures a structured performance record — building a real,
documented track record from day one rather than trying to reconstruct one
later.
HorizonX serves both government contractors and commercial companies; guidance
throughout the platform adapts to whichever type of contract a company is
pursuing. It's built by a founder with 20+ years of federal program experience,
