The setup. Very little is ready "out of the box." Completely non-intuitive and does not do hardly any of the things that other information and referral software do. There is an incredible amount of setup that should be done and come with the system. Non-intuitive setup interface. Functions that are typically common are not available in COS. Common forms and functions that are in other users' systems are not made available for the general user base - each user must reinvent the wheel.
And, I know the company will say that all the setup is necessary for each user to customize it for their every need, but there are so many things that could be available without having to set it up (including features in other software), that I don't buy that excuse.
