If you are asking if Blender can view models on mobile devices.......you can do this. You will need to export your file as an .obj file format. Once you’ve done that, you can use any available 3D viewer to display the file on your device!!!!

Revit is a design and documentation platform that supports the design, drawings, and schedules required for building information modeling (BIM). BIM delivers information about project design, scope, quantities, and phases when you need it.
In the Revit model, every drawing sheet, 2D and 3D view, and schedule is a presentation of information from the same virtual building model. As you work on the building model, Revit collects information about the building project and coordinates this information across all other representations of the project. The Revit parametric change engine automatically coordinates changes made anywhere—in model views, drawing sheets, schedules, sections, and plans.

I am unfamiliar with the capabilities of the products you mentioned, but if you can export a file into a standard CAD file type (.dwg, .dwf, .dxf) you should be able to import them into Revit.
I did a brief investigation into what Esteem does and, while Revit is a powerful 3D modeling software, I believe its strength lies in its capacity to accurately portray architectural modeling and plans, not structural.
Structural plans can definitely be drawn in standard Revit with precision and accuracy, but can struggle, in my experience, to neatly show structural reinforcing within concrete at a large building scale.
I have experience drawing precast with Revit and used an add-on called EDGE for Revit. It helps get the reinforcing of precast components neatly portrayed in Revit models and does some of the scheduling needed for the components as well.
