WinOpps Reviews & Product Details

WinOpps is a bid and proposal management platform built exclusively for the organizations that bid on government contracts, covering the full lifecycle from RFP release through post-award contract management. WinOpps pulls RFPs directly from agency sites, drafts proposal responses from your own knowledge base and past performance, and validates every proposal against the RFP's requirements checklist so missing or non-compliant sections are flagged before submission rather than after. Amendments are detected the moment they post, and your proposal and templates are updated to match. Every AI-generated answer cites its source, so teams can see where each sentence came from. Unlike proposal tools that stop at submission, WinOpps continues tracking after you submit: award notices are found automatically, and contracts are managed in the same system, including direct awards that never went through a bid. WinOpps also offers specialist services for capabilities teams do not keep in-house, including proposal development, bid research, certifications, and compliance reporting, delivered under the client's name. Built by Solomons International's professional proposal team and refined over four years of active government bids with state departments, municipalities, counties, and universities. Commonly used by government contracting consultancies, IT staffing and services firms, and energy and utilities organizations.
