The engineering ticket usually isn&#39;t for building the survey, it&#39;s for making the responses identifiable. A product team can ship a survey solo, but if responses come back without user IDs or plan context attached, you can&#39;t tell whether the unhappy answers came from trial users or paying customers. Wiring that identity in is exactly where engineering re-enters. So the real self-serve test is whether a PM can pass hidden fields or user attributes into responses without touching code.
