# Best software for compliance with benefits regulations?

I am trying to look for the best software for compliance with benefits regulations. I compared them across multiple compliances like ACA, COBRA, dependent eligibility, payroll-adjacent rules, cross-border employment and more.

What I'm hoping to find:

Fewer manual calculations and re-entry points for benefits changes and reporting.

Clear support for ACA, COBRA, dependent eligibility, or broader multi-jurisdiction requirements.

Enough admin visibility that audits and year-end reporting do not turn into side projects.

After looking at G2's Benefits Administration category page, here are the top tools I narrowed down:

WEX Benefits: Probably one of the clearest fits if compliance is the center of the search, not just a supporting feature. Its G2 profile explicitly calls out ACA compliance, COBRA, direct billing, dependent eligibility audits, and complex regulatory services in one platform.

Workday Benefits: Stronger for teams that need compliance to sit inside a larger enterprise benefits design. The profile specifically mentions ACA support, global plan changes, and automation tied to employee status changes.

ADP Workforce Now: Worth considering when the compliance challenge is tightly linked to payroll, HR data, and reporting inside one suite. It looks more attractive when teams want fewer disconnected systems around benefits administration.

Remote: A smart inclusion if “benefits regulations” extends beyond U.S.-only rules. Its G2 page emphasizes enterprise-grade compliance and local expertise for global hiring and employment.

ADP Comprehensive Services: Relevant when software alone is not enough and the team wants outsourced execution plus strategic guidance. That service layer can matter a lot for organizations that are more worried about operational follow-through than feature depth.

For teams that have solved compliance challenges, what ended up mattering more in practice: better in-product controls, stronger reporting, or having access to experts who could step in when regulations got messy?

Compliance needs usually start looking very different once scale, geography, and service expectations change. This is why I also looked at the top benefit administration tools in the enterprise segment to narrow down my list.
