Jenkins is a bit outdated from a technology perspective and lacks the abilities to achieve a true GitOps model approach, something other competitive offerings like GitHub Actions provide. It needs modernizing to include more GitOps-based mechanisms and better integration with the PR process. Cloudbees provides a way to manage all releases under one central location. The fact that it seamlessly integrates with Jenkins for triggering/pulling/updating CI build status back to the release pipeline is quite useful.
