&lt;p&gt;I’d also separate configurable from maintainable. A workflow may be easy to tailor during implementation but expensive to change six months later. The stronger test is whether an internal admin can update forms, approvals, and routing after a regulatory or operational change without reopening a consulting project.&lt;/p&gt;

&lt;p&gt;On whether customisation adds overhead, the pattern is that it does, but mostly at the point of change rather than day to day. A heavily configured system works fine until a regulation shifts and someone has to work out which of forty forms are affected. Keeping a simple record of what was customised and why is a small habit that makes those moments much shorter.&lt;/p&gt;
