&lt;p&gt;Answering the question at the end, I&#39;d say SSN trace issues, mostly because of where they sit in the sequence. A wrong criminal record is one item you go back and fix. A trace that pulls the wrong name history or the wrong set of past addresses sends every county search after it to the wrong jurisdictions, so the report comes back looking clean and nobody realises it was searching the wrong places. The VICTIG detail about calling counties directly is interesting for that reason, since resolving ambiguity at the source is what keeps a bad input from quietly shaping the whole file&lt;/p&gt;
