&lt;p&gt;Honestly for a small agency juggling several clients without a big budget, AdRoll is the accessible one people land on, it&#39;s multi-channel (display, retargeting, social) with a self-serve setup and plenty of ecommerce integrations, so it&#39;s manageable without a huge media team. To be real though, a couple of the bigger display names on G2 have mixed ratings (Criteo and Outbrain sit lower), so I&#39;d demo before committing. And the true budget floor is often the big self-serve networks like Google&#39;s Display Network, which isn&#39;t a managed agency tool but is cheap to start. One honest gap, dedicated agency favorites like StackAdapt didn&#39;t surface in my quick look, so worth checking those too. How many clients are you running, and do you need real per-client separation and reporting?&lt;/p&gt;
