A "perpetual license" requires an annual renewal fee if you want updates. Updates are advertised and available whether you pay the annual fee or not, and if you don't, they threaten to shut down your software remotely unless you catch up on fees. They are now more transparent about this, but functionally it's still the same process. Lastly, the software dials home to the mothership and won't run if the license is in use somewhere else. This is a somewhat understandable approach, except it's impossible to have a hot disaster recovery server on standby.
