Majorly it is self managed services which really awesome.. me as DevOps engineer need not worried about it's up time and availability.

Characters set encoding
Basically it When you upgrad MySQL version the character set server value is set to default which will be utf8mb4
Issues hear is my database was using latine1 character but when I upgrade my db I got into conflict on latine1 and utf8mb4
If that issue is resolved...then I totally recommend every one to use RDS service Review collected by and hosted on G2.com.
