&lt;p&gt;I’d pay particular attention to what happens after someone submits a report. An intuitive form helps people speak up once, but anonymous two-way communication determines whether investigators can clarify missing details without forcing the reporter to reveal themselves. That follow-up experience seems especially important when the initial report is sensitive or incomplete.&lt;/p&gt;
