&lt;p&gt;For EU content promotion, lean toward platforms built around contextual and first-party data rather than third-party cookies. Quantcast gets cited for running on that basis, which ages better as cookie signals shrink. The step to not skip is confirming the DPA and data-residency terms directly, since a compliant-sounding feature list is not the contract.&lt;/p&gt;
