The honest premise: no ad server makes you compliant, since the publisher stays the data controller. &lt;p&gt;From G2 reviews, no single setup genuinely covers both without configuration work — GAM handles the US side most robustly through restricted data processing modes, but EU publishers consistently note that TCF compliance lives or dies on your CMP configuration, not GAM&#39;s defaults. Opti Digital gets the most credit specifically for EU-first publishers because its consent-optional monetization actually recovers meaningful revenue from non-consenting users, which neither GAM nor AdButler addresses as directly.&lt;/p&gt;
