# What Is the Best Employer of Record (EOR) Software for Small Businesses?

Oh for a small business, the right EOR really depends on whether you're hiring internationally or just want to offload US HR. For global hiring without setting up legal entities, Deel and Remote are the two leaders, both are well-rated, handle compliance across many countries, and are friendly to smaller teams with fairly transparent pricing. If you're US-focused and want an EOR/PEO that bundles payroll and benefits for a small US team, Justworks is a favorite for exactly that size. Rippling is worth a look if you want EOR inside an all-in-one HR and IT platform. To be real, the thing that bites small businesses is per-employee EOR fees adding up, so I'd compare the monthly cost per hire closely and start with contractors where you can. Are you hiring abroad, or mostly building out a domestic team? That splits the field cleanly.
