A platform can hold a strong enterprise rating on programs a fraction of your size, so the useful filter is review content about bulk operations, HRIS-driven eligibility, and approval routing at scale. Your point about Submittable&#39;s grant and CSR skew is the tell that category tags alone mislead, since adjacent use cases inflate a count that looks enterprise-relevant. So neither rating nor raw volume settles it; what does is finding reviews that describe your specific scale and workflow, and weighting those above the headline number.
