Strategic guidance only has real leverage before the build locks, not during it. The expensive, hard-to-reverse calls, data model, program architecture, what to say no to, get made in scoping, so a partner praised for &quot;strategic guidance during execution&quot; is often adding commentary to an architecture that&#39;s already committed. The signal that matters isn&#39;t whether a firm lists both strategy and execution, it&#39;s whether the person who shaped the pre-build design is the same one in the tool later, because strategy that lands after the foundation is poured is mostly narration.
