&lt;p&gt;From what I&#39;ve heard, centralized governance tends to reduce shadow APIs at the edges, catching ones built by teams that are at least loosely aware the governance layer exists, but it rarely eliminates the problem entirely, since a shadow API by definition comes from a team that either didn&#39;t know the process existed or deliberately worked around it. That&#39;s less a platform limitation and more an organizational one, a catalog can only govern what gets registered, so the persistent gap tends to be cultural, whether business units actually see registering a new API as a required step rather than optional overhead.&lt;/p&gt;
