Honestly, it’s a bit of both, but the technical side is usually what makes mobile harder.  On the web, a lot can be handled through a banner and tag controls. In mobile apps, you are dealing with SDKs, app release cycles, OS rules like ATT, and making sure consent signals actually reach analytics, attribution, and marketing tools.
