Basecamp sends it's updates via an email. So if you are receiving your emails on Outlook, you can simply hit reply, write your response/feedback and send it. The message will be added to the project feed.
There are a TON of integrations with Basecamp and if you can't find one Zapier is a great program to connect programs.
