Almost most of web today have responsive design, although there will be difference between mobile and desktop. Chrome Mobile DevTool really helps in making responsive design. There are so many option to use, event the newest update makes it more easier to add classes. you can directly edit classes and ids, is it add or remove attribute from that classes or ids. when you use the responsive option, you can easily adjust width of active area, the presets are very helpful if you don't know what size you should focusing on. they also give us max-width, min-width, and combination of them. so you can easily check which one having a problem. Chrome Mobile DevTool is a great plugin in chrome where you can easily check your responsive design. but, unfortunately, you can't edit directly to your .html or .css using it.
