On the governance point specifically, naming one owner for each of the three habits, files, markups, and transmittals, tends to matter more than the tool choice itself. Without someone accountable for each, at least one of the three quietly drifts back to email within a few months.

Markups were the habit that died first for us once Bluebeam Studio Sessions were in place, because there&#39;s no reason to mail a PDF when everyone is on the same live set. Transmittals were the stubborn one, and that only shifted when Newforma made the project record the default place they landed.
