&lt;p&gt;The compliance risk in deduplication is an unexplained or irreversible merge, so insist on a full audit trail and the ability to unmerge before cleaning anything. Rule-based matching keeps that defensible. And treat a signed BAA and documented PHI handling as a prerequisite, you confirm with the vendor directly, not a website checkbox.&lt;/p&gt;
