&lt;p&gt;  List quality is probably the deeper problem, since a verification tool only catches what&#39;s technically invalid, not a list that was scraped poorly to begin with. A switch often looks like it helped mainly because it caught what the old tool missed, not because verification itself was the real bottleneck.&lt;/p&gt;
