&lt;p&gt;My proof-of-concept test would be to take one regulatory course and one company-specific policy. See how quickly the team can deploy the standard course, build the custom one, send both through legal approval, assign them to the same learner group, and report on completion from one place.&lt;/p&gt;&lt;p&gt;If the custom course requires a separate authoring tool, that is not necessarily a problem. The bigger issue is whether versioning, approvals, learner records, and audit evidence become fragmented across systems.&lt;/p&gt;
