&lt;p&gt;I&#39;ve often heard the same thing from institutional research teams: the ERP reliably gets you the data, and the mandate-specific formatting is always the custom layer, no vendor escapes that because the regulators keep editing the format. The real difference between platforms is whether the elements Title IV and your accreditor ask about are tracked natively from day one. When they are, custom development is formatting work. When they aren&#39;t, it&#39;s archaeology.&lt;/p&gt;
