# What HR service delivery platforms meet SOC 2 and GDPR requirements for a company that handles sensitive employee data and operates across multiple countries?

Handling employee data across regions raises a different question: which HR service delivery platforms actually meet SOC 2 and GDPR requirements, not just in their compliance documentation, but in how the product actually works day to day?

The gap between "we're SOC 2 certified" and "we help you stay compliant in practice" is significant. For companies operating in multiple countries, the question is whether the platform handles data residency, consent management, and retention policies as configurable product features, or whether compliance is mostly achieved by reading the right legal addenda and hoping nothing goes wrong.

A few platforms that come up most for compliance-heavy environments:

ServiceNow HR Service Delivery: Enterprise-grade governance is one of the reasons large multinationals end up here. Reviewers in regulated industries describe the audit logging, role-based access, and data handling controls as features they actively use for compliance, not just checkboxes that sit in a security document.

SAP SuccessFactors HCM: Built for global organizations with regional compliance requirements baked in. Reviewers at multinationals describe the country-specific configurations for payroll, consent, and data retention as something the platform handles natively rather than requiring custom development for each region.

Oracle HCM Cloud: Strong governance and compliance support across multinational deployments. Reviewers in enterprise environments describe the access controls and audit trail capabilities as mature enough to satisfy internal security reviews and external audits without significant customization.

Applaud: Works within compliant HR ecosystems rather than being the compliance layer itself. Reviewers describe it connecting to enterprise HRIS platforms that carry the core compliance certifications, which means the data handling stays within an already-audited environment rather than introducing a new surface area.

What's harder to maintain over time: staying compliant as regulations change, or being able to prove compliance when someone actually asks?

SOC 2 certified and genuinely handling data residency for a multi-country org as a configurable feature are very different things and most platforms are only doing the first one. Which of these actually let you set data residency rules by country rather than just signing an addendum?
