&lt;p&gt;I’d give the same RFP to both platforms and invite a few occasional SMEs without training them first. Proposal managers can learn almost any system; the bigger difference is whether contributors actually respond when you need an answer. That would tell me more about Loopio versus Responsive than another feature comparison.&lt;/p&gt;
