Pandora FMS sits between the two, with a free Community edition, relatively fast deployment, and broad mixed-device monitoring.

Zabbix is more attractive for teams with technical depth and limited budget. Pandora FMS offers an easier free starting point, though its template ecosystem may be less developed.

For teams that compared all three, did the long-term maintenance burden differ as much as the initial setup experience suggested?

Pandora FMS kind of gets slept on in these comparisons. It's not as polished as PRTG and not as flexible as Zabbix, but if you want something free that doesn't take forever to stand up, it's a reasonable middle ground. That said if your team has zero Linux admin experience, the setup can still bite you. PRTG is probably the lowest friction option if budget isn't a hard constraint.
