Uplead is a great tool. They have a large database. You can use parameters like Location, Job Function, Job Title, Job Level, Technologies, and more. You can try with a free trial and do some queries to play around. We use it for our marketing agency SeeResponse (www.seeresponse.com) and for research work for our clients, and it works great!

Depending upon what market you want to target, in most cases, you'd want the ability to narrow down to your target accounts and contacts using a mix of parameters like Location, Job Function, Job Title, Job Level, Technologies, and more. Have you tried Linkedin's Sales Navigator? That's another good option. Or if your targeting parameters are highly specific you can use a service like us.
