You can create users, groups in Passbolt and share the required access/passwords with them. Two options are available when it comes to Passbolt implementation: either you can just use it as a service & you have to pay them, or you can host the Passbolt solution on a virtual machine. As long as the user is part of the Passbolt solution, sharing passwords with appropriate access is pretty simple. Passbolt has great features when it comes to storing passwords; you can store URI, username, password, description, etc. details.
