Mapzania makes it extremely easy to create an application to display complex maps. The "Getting started guide" can take you from 0 to maps in less than an hour. The "drop and go" feature for adding geospatial data is excellent, you can just drop a new shape file/kml/etc in your solution and it can be displayed on your map at the next run.

Some of the more complex configuration options available are not documented. Since the configuration files are very easy to understand and customize, this is not a huge problem.
