Google Support is often out of date because the product changes so fast. Google Ad Manager can also be extremely complicated. Getting to the necessary level of knowledge is very hard. The initial setup was hard, and working with an agency didn't go well due to our custom CMS. The additional revenue promised didn't materialize, and finding committed experts is tough.
