Solid Community Platform, But Outdated Interface and Tough Updates
What I've always appreciated about XOOPS is that it's a solid, open-source platform for building community websites. The user and permission management is particularly well done; you can easily control everything. For building a site with many different sections (forums, news, galleries), it's a reliable and well-structured foundation.

Modularity: Xoops' modular design allows flexibility in adding features and customizing functionality. Various modules and themes already exist to easily integrate, though litle older. Easy to setup, modify and use with UI wizards to begin with. I only used it few times for older projects.
