It's a scam, and they have a predatory pricing model, they won't let you shutdown or remove any of your existing services and will keep billing you, even at the account owner's request, scaleway doesn't stop services and will keep billing you, even if you don't want any of their services, and then threaten you with legal notices of unpaid bills for services that they won't let you shutdown
