You can create users, groups in passbolt and share the required access / passwords with them. 2 options are available when it comes to passbolt implementation, Either you can just use it as a service & you have to pay them, or you can host the passbolt solution on a virtual machine. As long as the user is part of the passbolt solution, sharing passwords with appropriate access is preety simple.
