Arqam360 is a consent management platform built specifically for the Middle East and North Africa, rather than a European tool with Arabic added afterwards. It handles the consent layer end to end: a cookie banner that renders natively right-to-left in Arabic, a scanner that identifies what a site is actually loading, an auto-generated bilingual cookie declaration, and a timestamped consent record that can be exported for audit. Three things distinguish it in this region. Its cookie classifier carries 113 patterns including 32 MENA-specific services such as Tabby, Tamara, Mada, STC Pay, Salla and Zid, which international scanners report as unknown cookies. It ships as a native app inside the platforms Gulf merchants sell on: the Salla and Zid app stores, the Shopify App Store, and the WordPress plugin directory. And it bills in 13 regional currencies, so a Saudi merchant is quoted and charged in riyals. Beyond consent, it forwards consent-governed events server-side to ten destinations including Meta CAPI, GA4, server-side GTM, TikTok and BigQuery, and builds first-party audiences from that data. It implements Google Consent Mode v2 with all four parameters denied by default, and IAB TCF 2.3 including the DisclosedVendors segment. Regulatory coverage is automatic by visitor location: Saudi PDPL, UAE PDPA, Qatar, Bahrain, Jordan, Kuwait, GDPR and CCPA. A free plan covers one domain permanently.
