&lt;p&gt;For urgent mid-project issues, I’d lean toward the named-contact model. Layered governance has its place, but when something is blocking payroll, testing, or a critical milestone, being able to reach someone who knows the project context usually matters more than having a formal escalation path.&lt;/p&gt;
