At low conversion rates, I’d model cost per successfully verified user rather than compare the advertised unit price. Include initial attempts, retries, failed deliveries, SMS charges, and any minimum commitment, then run the calculation using your actual signup-to-verification rate. A cheaper per-check provider can become the expensive option surprisingly quickly if unsuccessful traffic generates most of the bill.
